Ordered to stop selling in Dec 2024 until it registers. Still waiting.
Source: Vietnam MOIT, Feb 2025
Why we rate it this way
Ministry of Industry and Trade ordered Temu to suspend all operations in Vietnam from 5 Dec 2024 until it completes e-commerce registration (Decree 85/2021); Temu removed Vietnamese from its site and app and customs could not clear its parcels. On 10 Feb 2025 the ministry's e-commerce department said Temu 'is still not permitted to operate in Vietnam' (Cong Thuong). No licence or reopening found in 2025-26.
Blocked since March 2025 over $3.55M in unpaid taxes. Still blocked.
Source: NAPP via Spot.uz, Mar 2026
Why we rate it this way
National Agency for Perspective Projects blocked Temu from 20 Mar 2025 under a 26 Dec 2024 Cabinet resolution (marketplaces must be local legal entities). Temu registered on 18 Mar 2025 but the block stayed over about 46bn soums (~$3.55M) of pre-registration taxes. On 18-19 Mar 2026 NAPP said the debt is still growing and unblocking needs Temu to comply; purchases down ~95%, remaining users on VPNs.
Blocked in Oct 2024 to protect small local shops. Still no permit.
Source: CNBC Indonesia, Apr 2025
Why we rate it this way
Communications ministry (Kominfo, now Komdigi) took Temu down in Oct 2024 for not registering as an electronic system operator, to protect small businesses, and asked Google and Apple to remove the app; the minister said its registration would not be granted. On 24 Apr 2025 the trade ministry's consumer-protection director general said Temu still has no permit and is a prohibited app (CNBC Indonesia). No lift found in 2025-26.
Everywhere not listed here, Temu is allowed.

This map counts standing, nationwide government bans or blocks on Temu that are in force in October 2026, each backed by a 2025-26 source. Places where Temu has simply not launched, like India, stay green, and so do fines, probes and tax changes. North Korea is grey: it has no public internet.
- Uzbekistan NAPP via Spot.uz: Block since 20 Mar 2025; still in force 19 Mar 2026 over 46bn soums of unpaid tax

- Komdigi; CNBC Indonesia: Block and app-store removal Oct 2024; trade ministry: still no permit, 24 Apr 2025
Each country in the lists names the source for its rule; countries not listed had no qualifying national law in these sources. Laws as of October 2026. We map the law on the books, not how well it is enforced.
