Red means a national law in force in October 2026 that bans buying and selling elephant ivory inside the country, with only narrow exemptions like museums or a few registered items. Amber means ivory can still be sold legally with paperwork: antiques with a certificate, registered dealers or permits. Bans on importing or exporting ivory don't count - almost every country has those under the CITES treaty.

Each country in the lists names the source for its rule; countries not listed had no qualifying national law in these sources. Laws as of October 2026. We map the law on the books, not how well it is enforced.
26 of the 37 countries listed rely on EU Reg 865/2006 (Dec 2021), the newest worldwide data we found. Countries with a newer source were checked against current law.
