Is animal testing for makeup illegal in Norway?
Yes. Animal testing for makeup is banned in Norway. Not in the EU, but follows its ban on animal-tested makeup.
Regulation (EC) 1223/2009 is part of the EEA Agreement (Annex II ch XVI point 1a; amendments still being added, e.g. JCD of 27 Oct 2023), applied in Norway through kosmetikkforskriften: same testing + marketing ban as the EU.
