Is surrogacy illegal in Norway?
Yes. Surrogacy is banned in Norway. Banned, and its bioethics council wants to punish going abroad too.
Biotechnology Act s.2-15: embryos may only be placed in the woman who will be the mother; penalty s.7-5; Act amended 20 Jun 2025 (in force 1 Oct 2025), ban unchanged; 8 of 15 Biotechnology Council members want to punish surrogacy abroad (Altinget, Jun 2025).
