Is animal testing for makeup illegal in Italy?

Yes. Animal testing for makeup is banned in Italy. EU rules ban both the tests and the sale of tested cosmetics.

EU Cosmetics Regulation (EC) 1223/2009 art 18(1): bans animal tests of finished cosmetics and ingredients in the EU and the placing on the market of cosmetics/ingredients tested on animals to meet the Regulation (testing ban 2004/2009, full marketing ban 11 Mar 2013). No 2025-26 amendment of art 18 found (consolidated text with 'Omnibus VIII' changes applies from 1 May 2026 per trade press). Symrise v ECHA (General Court, 22 Nov 2023) concerns REACH worker-safety tests of cosmetic ingredients - it did not strike the marketing ban.
