Is animal testing for makeup illegal in Spain?
Yes. Animal testing for makeup is banned in Spain. EU law: no cosmetics tested on animals since 2013.
EU Cosmetics Regulation (EC) 1223/2009 art 18(1): bans animal tests of finished cosmetics and ingredients in the EU and the placing on the market of cosmetics/ingredients tested on animals to meet the Regulation (testing ban 2004/2009, full marketing ban 11 Mar 2013). No 2025-26 amendment of art 18 found (consolidated text with 'Omnibus VIII' changes applies from 1 May 2026 per trade press). Symrise v ECHA (General Court, 22 Nov 2023) concerns REACH worker-safety tests of cosmetic ingredients - it did not strike the marketing ban.
