Partly. Animal testing for makeup is restricted in New Zealand. Testing banned at home, but tested imports can still be sold.
Animal Welfare Amendment Act (passed 31 Mar 2015): bans testing finished cosmetics and cosmetic-only ingredients on animals in NZ; dual-use ingredients excluded; no import or sale ban - 80% of cosmetics sold are imported (Te Ao News, 3 Feb 2026).
