Is homeschooling illegal in Germany?
Yes. Homeschooling is banned in Germany. Parents who teach at home get fined; a court backed the ban in 2026.
All 16 state school acts require attendance at a public or recognised school; enforced with fines (VG Bayreuth, 27 Jun 2025) and homeschool claims rejected (VG Münster 4 K 594/23, Jan 2026). Upheld by the Federal Constitutional Court and the ECtHR (Wunderlich v. Germany, 2019).
